tuxtxt does not need the config file, but it needs the *directory*
$(CONFIGDIR)/tuxtxt
Since tuxtxt is no longer standalone, moving the config into main
neutrino.conf would be better, but for now (and in order to not
invalidate all the docs) just create the directory during installation.

Depending on various race conditions, the scan thread would
never terminate, or only after a connection timeout on the
zapit socket.
Fix by replacing CZapitClient calls with direct call of the
reloadchannels command sequence.
In general, using CZapitClient from within zapit seems not
to be a good idea and deadlock prone.
