Implement fbaccel functionality for most target platforms. Some old
code is just #if 0'ed for now in order to keep the diffs smaller
and to compare the code directly.
Probably needs some wider testing, small graphics problems are likely.
TODO: implement for SPARK, remove unused #if 0 code.
